Citibank announced that cardholders can use them to make 

purchases only through Saturday, Oct. 31. Also, Rewards Points must be redeemed by Jan 31, 2010. That is when they expire.

Citi has been sending notices through regular and email about this change since August but people often do not read these. 

In February 2010 the planned government restrictions on credit card practices will go into effect. So, it is probably a good idea to cash in on any rewards point you have with any credit card.
